What is a Comprehensive Plan?
A Comprehensive Plan is a long-term policy document that serves as a roadmap for how an area will grow and evolve over time. It provides guidance for future land use decisions, infrastructure investments, and policy development while ensuring that growth occurs in a coordinated, sustainable, and fiscally responsible manner.
The Russell County 2050 Comprehensive Plan will include key components to help:
- Guide future land use and development patterns;
- Support economic opportunity and housing diversity;
- Coordinate transportation and infrastructure investments;
- Promote resilience, sustainability, and quality of life;
- Ensure compatibility with Fort Benning operations; and
- Reflect community values through meaningful public input.
The Plan will be used by the County Commission, the Planning Commission, and County staff as a tool for evaluating development proposals, prioritizing resources and projects, and guiding future policies and investments.
A Comprehensive Plan is NOT...
- A zoning map
- A tool to promote special interests
- A detailed policy for specific properties or areas
- A capital improvement program
- An unchangeable document
Why is the Comprehensive Plan Being Updated?
Russell County is updating its Comprehensive Plan to ensure it reflects current conditions, community priorities, and emerging opportunities that may have changed since the Plan was last updated in 2012. The region has experienced changes in growth patterns, development activity, infrastructure needs, and economic conditions that warrant a comprehensive update.
This process will evaluate existing policies, address key challenges and opportunities, and establish a long-range framework to guide future decisions related to land use, housing, transportation, public services, infrastructure, and environmental resilience. The update will also consider compatibility with Fort Benning, helping balance community development with the long-term operational needs and mission readiness of the installation.
Key Factors for a Successful Plan
Engagement
The Russell County Comprehensive Plan will use a range of engagement tools and strategies to ensure broad input from residents, businesses, local leaders, and partner agencies. These efforts will help identify community priorities and guide the Plan through the review and adoption phase.
The engagement will be inclusive, informative, and interactive, combining both in-person and digital opportunities for participation. Key engagement tools include this project website, a community questionnaire, an interactive mapping tool, community meetings, focus group interviews, and coordination with County leadership and partner organizations.
Community Questionnaire
A questionnaire for residents and business owners has been developed to solicit input on desired provisions for inclusion in the Comprehensive Plan. The questionnaire is available on this website and will be distributed to attendees at the first set of community meetings.
IDPlaces App
The interactive IDPlaces mapping tool allows users to identify issues and opportunities on a dynamic, web-based map and provides the community with multiple ways to voice their issues related to specific geographic locations. The app allows participants to mark the geographic area where the issue or opportunity exists, add comments, or upload images and documents to create a more interactive experience. This tool can be accessed via the Map Your Opportunities/Concerns tab.
Education
This dedicated project website will be available throughout the process to give interested parties easy access to maps, studies, documents, upcoming meeting dates, and online participation opportunities.
Key findings and outcomes will be presented at community meetings. These will include background information on Russell County’s demographic and housing trends, summaries of public input from meetings and comments on draft documents, and results from the community questionnaire and IDPlaces.
Collaboration
Community Meetings
Community meetings will be held throughout the development of the Comprehensive Plan. Each meeting will have distinct interactive activities to assist the project team in gathering relevant information for that phase of the Plan’s development, along with opportunities for community members to share comments on and desires for the Plan.
Steering Committee
The Steering Committee will comprise community members serving as representatives of the broader Russell County community, along with County staff. The Steering Committee will provide guidance and feedback to support development of the Comprehensive Plan, including assisting the project team in evaluating strengths and weaknesses in existing policies and providing local expertise to help guide the vision, direction, and content of the update. Steering Committee meetings will not be open to the public.
Focus Group Meetings
Focus group interviews will provide an opportunity for in-depth engagement with individuals and organizations that have a unique perspective on or particular stake in Russell County’s future. Focus groups may be organized around specific topics or sectors related to the Comprehensive Plan elements, allowing participants to discuss challenges, opportunities, and priorities in detail. These sessions will foster candid dialogue and help uncover issues that may not surface in larger public meetings. In addition to group discussions, one-on-one interviews may be conducted as needed to gain further insight into specialized topics or concerns.
Elected Official Engagement
Elected officials will be integrated into the Comprehensive Plan process through scheduled meetings and briefings. The process will include presentations and/or workshops with the County Commission and Planning Commission, as well as public hearings for review of the Draft Comprehensive Plan prior to adoption.
