The success of Russell County’s Comprehensive Plan update is grounded in effective community engagement and meaningful public participation. Community input will be achieved through a variety of engagement opportunities throughout the project.
Community Questionnaire
The community questionnaire will assist the project team in gathering some preliminary information from residents about their experiences in Russell County and how the Comprehensive Plan should address community desires.

Community Meetings
Community meetings will take place during different stages of the Comprehensive Plan process. Each set of meetings will include multiple locations across Russell County to help ensure geographically diverse participation and broad community input.
Each meeting will include opportunities for residents and stakeholders to learn about the planning process, provide feedback, and share ideas related to Russell County’s future.
Community Meeting #1
Input received during the Labor Day Fair and the first set of community meetings, held in September 2026, helped to inform the community vision and guiding principles for the Comprehensive Plan. The meetings included:
- Introduction presentation to the Comprehensive Plan and process
- Distribution of information handouts
- Large-format mapping exercise
- Distribution of the questionnaire
- Issues and opportunities activity
- Visioning exercise
- Comment cards
Community Meeting #2
The second set of meetings will engage the community in exploring and evaluating different options for Russell County’s growth and development. Anticipated activities may include the following:
- Exploring and evaluating different growth and development options
- Conducting interactive scenario-planning exercises
- Drafting goals and policies
Community Meeting #3
The final set of community meetings will focus on the presentation and review of the Draft Comprehensive Plan. These meetings will provide residents, businesses, and stakeholders with an opportunity to review proposed recommendations and share feedback prior to final Plan refinement and adoption. This may include the following:
- Presentation of the Draft Comprehensive Plan
- Review and comment period
