Frequently Asked Questions

What is a Comprehensive Plan?

A Comprehensive Plan is a broad policy document that outlines the community’s vision and goals, guides growth based on those goals, and provides policy recommendations through objectives, strategies, and an implementation plan to support positive change.

Russell County’s Comprehensive Plan serves as a long-term, community-driven blueprint for shaping growth, development, and resource management over the next 20+ years. The Plan influences decisions related to land use, housing, transportation, public services, parks, and infrastructure, and provides a framework for implementing the community’s vision for Russell County’s future.

Russell County is updating its Comprehensive Plan to ensure it reflects current community conditions, growth trends, and emerging priorities. Since the County’s previous Plan was adopted, Russell County has experienced changes in population, development activity, infrastructure investment, and economic conditions that warrant a comprehensive review and update. The update will also consider compatibility with Fort Benning, helping balance community development with the long-term operational needs and mission readiness of the installation.

Updating the Plan provides an opportunity to evaluate existing policies, incorporate public input, and establish a clear, forward-looking framework to guide future decision-making.

The Comprehensive Plan will include a combination of maps, goals, policies, and implementation strategies addressing key topics such as land use, housing, transportation, economic development, infrastructure, public services, environmental considerations, and community character. The Plan will be informed by technical analysis and community input gathered throughout the engagement process.

No. The Comprehensive Plan is a policy document and does not impose taxes, fees, or costs on taxpayers.

The Comprehensive Plan establishes a roadmap for growth and development and sets the policy foundation that all other future development plans and documents will be based on. As such, the Plan is meant to be used for a variety of purposes and by multiple users. For instance, the County Commission will use this Plan to define policy and prioritize funding and budgetary decisions. The Plan will also be used by County staff to guide building and development and to make recommendations on projects and programs. The Comprehensive Plan may also be used by residents, neighborhood groups, businesses, and other stakeholders to understand the County’s long-range goals.

Before being adopted, the Comprehensive Plan will be reviewed through a public process and receive approval from the Russell County Commission, following review and recommendation by the Planning Commission.

To be successful, a Comprehensive Plan must be shaped by the community it serves. Through the public engagement process, your input will directly shape the vision, values, and goals that govern the County’s future growth, ensuring the Plan reflects your priorities.

The Comprehensive Plan will be developed from June 2026 through November 2027 and will follow a multiphase timeline that includes technical analysis, community engagement, preparation of a Draft Comprehensive Plan, public review and comment, and final revisions prior to adoption.

The Draft Plan will be presented for public review and discussed in public hearings before the Planning Commission and County Commission. Feedback received during the review process will be considered as the Plan is finalized and brought forward for adoption by the County Commission.
